BIOGRAPHICAL NOTE
   
Stanford Raynold Brookshire was born on July 22, 1905 in Troutman, N.C. He moved to Charlotte and briefly worked for the Charlotte Observer following his graduation from Trinity College (now Duke University) in 1927. After several jobs, including working in his father's construction firm, Brookshire established Engineering Sales Company of Charlotte, Inc., with his brother, Voris G. Brookshire, in 1933. He was elected president of the Charlotte Chamber of Commerce in 1960. Brookshire married Edith Mitchell in 1934 and they had two children, Carolyn (b. 1936) and Stanford R. Jr. (b. 1941). He died on October 10, 1990 in Charlotte.
   
   
SCOPE AND CONTENT NOTE
   
The Stanford R. Brookshire Papers are divided into two subgroups: Mayoral Papers and Personal and Family Papers.
   
Subgroup I, MAYORAL PAPERS (1960-1970), is divided into the following series:
   
Series 1: SUBJECT FILES (1960-1969) provides the most extensive documentation of Brookshire's administration of civic affairs. Organized according to Brookshire's system of subject classification, the files contain correspondence and related material on committees appointed by Brookshire, on City departments, on urban renewal and other city improvement projects, on special civic events, and on national organizations of city government officials. Of particular interest are files relating to federal funding for urban renewal projects, reflecting the efforts by both federal and municipal governments during the 1960s to eliminate poverty and blight in the inner city. Funding for Charlotte came about through such programs as Model Cities and the Brooklyn Area Plan for the redevelopment of downtown's slum area.
   
Also reflected in this series are Charlotte's organized efforts to desegregate peacefully, particularly through the Mayor's Community Relations Committee, established by Brookshire in 1961 to reconcile complaints of discrimination in the community (see also Charlotte Mecklenburg Community Relations Committee Records).
   
Series 2: GENERAL CORRESPONDENCE, (1961-1970) contains correspondence to and from Brookshire generally not relating to the administration of official city business, and including letters of congratulations, thanks, praise, criticism, and complaint. Also includes Brookshire's reelection campaign correspondence (1963, 1965, 1967) and letters to Brookshire relating to desegregation in Charlotte, in particular, to the Poor People's March in 1968 and the bombing of the homes of four African American civil right leaders in 1965.
   
Series 3: SPEECHES AND STATEMENTS (1961-1969).
   
Series 4: PRINTED MATERIAL (1963-1969), contains newspaper clippings, magazine articles, published reports, and scrapbooks.

SUBGROUP I: MAYORAL PAPERS (1960-1970)
 
Series 1: SUBJECT FILES (1960-1969)
   
This series contains Brookshire's subject files during his four two year terms. Organized according to his subject classification, the files contain correspondence and related material on the functions of city government with which Brookshire was most directly involved and on his national, state, and local activities. Included are files on citizen's advisory committees and administrative committees appointed by Brookshire; urban renewal and other city improvement projects; city departments; issues before the City Council (and occasionally the Mecklenburg Board of County Commissioners); special civic events and projects; and national organizations of city government officials.
 
Most substantially documented in these files is Charlotte's involvement in urban renewal, made possible by an increased availability of federal funds for locally administered programs. This involvement reflects the effort during the Kennedy and Johnson administrations to redevelop the nation's cities. Documentation includes correspondence and related material between city and federal agencies concerning grants, appropriations, and implementation of projects; between Brookshire and Congressional members concerning legislation of urban renewal bills; and between Brookshire and local agencies and committees charged with implementing the programs.
 
Also documented are the activities of national organizations, such as the Urban Coalition and the National League of Cities, that served as liaisons between local and federal governments and that facilitated implementation of urban renewal programs.

1:16-18 CHARLOTTE AREA FUND (1964-70): correspondence and related material concerning an experimental anti poverty agency organized in 1963 and funded by the Ford Foundation and the North Carolina Fund. Includes information on the Concentrated Employment Program, which was administered jointly by the CAF and the Charlotte Model Neighborhood Commission [see also box 3:5-9, 3:10, Model Cities]. Also includes statistical information on manpower and employment in Charlotte and CAF's anti poverty proposal.

1:28 COMMITTEES CHARLOTTE MECKLENBURG CHARTER COMMISSION (1968-69): material relating to committee created in 1969 to study consolidation of the governments of Charlotte and Mecklenburg County. Material primarily concerns the Chamber of Commerce's Consolidation Study Committee, which prepared the proposal for the establishment of the Commission. Issues discussed include Commission functions and selection and composition of members in particular, whether members should be elected through a partisan system.
   
2:1-3 COMMITTEES CHARTER REVIEW COMMISSION (1963-65): material concerns commission charged with studying and revising the city's charter. Includes "Revised Charter Recommended by the Charter Review Commission" (12/31/64), "Report on the Revised Charter" (1/1965), bill submitted to the state General Assembly for charter revision, and "Report to the Commission by the North Carolina League of Municipalities, Parts I and II".

Includes anti discrimination ordinance added to Charlotte City Code (1968); information (1968) on racial violence in Charlotte; subcommittee report (1968) discussing problems and recommendations on housing in Charlotte; report (1969) to city council examining the committee's work and race relations in the community; and correspondence (1969) with Clifford Alexander of the Equal Opportunity Commission, and with state Congressional members Charles R. Includes letter (1/4/66) from Vice President Hubert H. Humphrey stating his support for; letter (4/26/66) from Sam J. Ervin Jr. questioning the validity of; correspondence (7/21/66, 2/28, 3/3, 3/15/67) with Charles R. 3:4 MAYORS FOR HUMPHREY COMMITTEE (1968): correspondence with Committee members of an organization of mayors who supported Hubert H. Humphrey during his 1968 presidential campaign. Includes letters from Humphrey (5/31, 7/19, 8/21, 12/2, 12/20/68) thanking Brookshire for his support. Material also contains a list of Democratic mayors in North Carolina, South Carolina, and Tennessee, and of North Carolina businessmen supporting Humphrey. 3:5-10 MODEL CITIES (1967-68): correspondence and related information on the Model Cities program, an urban renewal project funded in selected cities through the Demonstration Cities Act of 1966 [see also box 2:22-23, Demonstration Cities Act]. Material documents Charlotte's participation in the program through the local administrative group, the Model Neighborhood Commission. Includes reports on the commission's activities and information on the MNC's coordination with the Charlotte Area Fund (1968) in administering the Concentrated Employment Program [see also box 1:16-18, Charlotte Area Fund; and box 3:11-12, Model Neighborhood Commission--Executive Board Material].

Includes information on Title VI of the Civil Rights Act of 1964 prohibiting discrimination in federally assisted programs, including HEW's "Revised Statement of Policies for School Desegregation Plans under Title VI of the Civil Rights Act of 1964" (3/1966) and the publication, "At Work in North Carolina Today" (North Carolina Good Neighbor Council), containing case studies of 48 blacks preparing for employment.

Topics includes civil disorder, civil rights, and the establishment (1967) of a national Urban Coalition to help solve these problems [see also box 4:23, Urban Coalition]. Includes a letter (8/4/67) from U.S. Senator Robert F. Kennedy describing two bills he introduced in the Senate one offering tax incentives for businesses creating jobs for are residents, and one offering incentives for construction of low income housing units.
   
4:23 URBAN COALITION (1967-69): information on this organization (est. 1967) that combined the efforts of minorities, business, labor, local government, women, youth, and religion in an attempt to improve the quality of life of the disadvantaged in urban areas. Includes Brookshire's statement to the City Council (10/15/67) in which he disputes the need for a local urban coalition on the grounds that existing groups could perform such functions; and a letter (1/12/68) from U.S. Senators Edward Kennedy and Gaylord Nelson urging active support for the Coalition's Teacher Corps, a program designed to train teachers in urban areas. Contains letters of congratulation, thanks, praise, criticism, and complaint, as well as personal correspondence with his acquaintances.
 
Includes correspondence relating to Brookshire's re election campaigns and to his retirement from the office of mayor [correspondence and other material relating to Brookshire's initial election as mayor in 1961 can be found in Series 1: Election Campaign)]; desegregation in Charlotte; and Brookshire's receipt of The Charlotte News' "Man of the Year Award" (1965).
